World Vision is committed to being “as local as possible and as international as necessary.” In Ukraine and Moldova — where World Vision had no prior presence — we partnered with national and local NGOs, in line with its commitments to the Grand Bargain Intermediary Caucus on localization. To assess how this partnership approach supports local organizations in taking on greater leadership in the humanitarian response, World Vision conducted an assessment with support from Aktion Deutschland Hilft (ADH). Using NEAR Network’s localization performance measurement framework, both quantitative and qualitative data were collected through document reviews and a self-assessment survey. The survey included input from 40 World Vision staff (international and local) and 15 partner organizations (10 in Ukraine, 5 in Moldova). For each of the framework’s six pillars, specific objectives and indicators were defined and scored on a four-point scale: poor (1), modest (2), good (3), and excellent (4).
