An evaluation of World Vision’s Citizen Voice and Action (CVA) approach under the Nobo Jatra program in Bangladesh found that CVA successfully strengthened service delivery by activating both institutional and social accountability. Rather than creating new systems, CVA helped overcome inertia by motivating existing public institutions to perform their roles more effectively and enabling citizens to demand better services. It improved coordination across fragmented government structures, reinforced underused monitoring tools, and fostered collaboration from local to national levels. As a result, both community members and institutional actors became more engaged, leading to measurable improvements in sectors like health, agriculture, and WASH — demonstrating CVA’s power to drive sustainable systems change.
