The Community-led Capacity Strengthening for Fragile Contexts (C4FC) project is a two-and-a-half-year initiative aimed at strengthening the organizational, operational, and leadership capacities of local partners in Somalia, Sudan, and South Sudan. Implemented by a consortium led by World Vision Somalia (SomRep) alongside Care Somalia, World Vision Sudan, World Vision South Sudan, and the Sadar Institute, the project is funded by USAID’s Bureau for Humanitarian Assistance. Operating in regions affected by protracted crises, C4FC focused on building sustainable solutions led by local partners through community engagement. By involving 31 local partners in defining their capacity-building journeys, the project ensured that the process was responsive to their needs and tailored to their specific contexts. The capacity strengthening process, which is ongoing rather than a one-time event, required strategic allocation of earmarked funds to empower local actors and institutions. These funds catalyzed the localization agenda outlined in Grand Bargain 2.0, promoting greater ownership and sustainability in humanitarian responses. The flexibility provided by donors allowed the project to adapt to evolving partner needs and adjust implementation plans, enabling continuous learning and improvement throughout the project.
