This publication proposes an expanded framework for health systems strengthening that fully integrates community health as a core component. While existing models like the WHO ‘building blocks’ offer valuable guidance, they often overlook the foundational elements required for effective, inclusive, and community-led health systems. The paper outlines key additions — including dedicated community health workers, quality services at the community level, stronger accountability mechanisms, and broader societal partnerships. By highlighting these essential investments, the framework aims to guide national and global efforts to embed community health within health systems and advance the goal of ‘health for all.’
