The Rapid Interventions through Shared Engagement (RISE) consortium is a global humanitarian effort supported by a $238 million award from the U.S. Department of State’s Bureau of Disaster and Humanitarian Response. Led by World Vision, RISE brings together international and local partners to deliver lifesaving assistance during sudden disasters and complex crises, while helping local responders build the skills to lead.

RISE is a consortium that helps humanitarian partners respond quickly to sudden disasters and complex crises. World Vision leads the consortium, which includes international and local partners. RISE draws on U.S. government resources, existing field offices, long-standing faith networks, and trusted community institutions. This helps partners get aid to people sooner while giving local organizations a bigger role.

According to the United Nations Office for the Coordination of Humanitarian Affairs, more than 252 million people needed humanitarian assistance and protection as of mid-2026. RISE aims to get help to people faster when a crisis hits.

RISE aims to:

•  Accelerate response capacity in high-risk contexts.

•  Deliver lifesaving assistance during ongoing emergencies.

•  Reduce delays so assistance reaches families when and where it is needed most.

•  Expand the number of qualified humanitarian responders by investing in new and underutilized partners.

•  Strengthen local leadership and emergency preparedness.

RISE is designed to support humanitarian response in more than 30 countries facing some of the world’s most pressing crises. Its areas of response include:

•  Clean water and hygiene

•  Shelter and settlements

•  Protection

•  Food assistance

•  Healthcare and nutrition

•  Logistics and coordination

•  Agriculture

•  Disaster risk reduction

Countries include Bangladesh, Burkina Faso, Cambodia, Chad, Colombia, the Democratic Republic of the Congo, the Dominican Republic, Ecuador, El Salvador, Ethiopia, Haiti, Honduras, Indonesia, Kenya, Laos, Lebanon, Madagascar, Malawi, Mongolia, Mozambique, Myanmar, Nepal, Nigeria, Papua New Guinea, Peru, the Philippines, the Solomon Islands, South Sudan, Sri Lanka, Sudan, Syria, Thailand, Uganda, Vanuatu, and Vietnam.

RISE operates through three mutually reinforcing pillars:

Pillar 1 | Rapid response to natural disasters: Led by Compassion International, partners prepare for and respond to natural disasters by strengthening supply chains, training staff, and pre-positioning emergency supplies. The rapid response mechanism allows partners to respond within 96 hours.

Pillar 2 | Complex emergency response: Led by World Vision, this pillar supports multisector humanitarian assistance in complex crisis settings, including interventions such as immunizations, treatment for malnutrition, emergency water, hygiene kits, food assistance, and child protection services.

Pillar 3 | Rapid response within complex emergencies: Led by World Relief, this pillar provides contingency funding for sudden humanitarian shocks, such as disease outbreaks or natural disasters occurring within already fragile or deteriorating contexts.

RISE deliberately invests in new and underutilized partners. Larger, experienced implementing organizations provide regular mentoring, coaching, and structured reflection training. This adaptive support lets partners raise challenges, refine their approach, and deepen expertise in real time. Partners can also access small funding opportunities to put their training into practice. RISE includes a budget for this capacity strengthening as part of its preparedness framework.

Consortium partners

RISE brings together organizations with complementary expertise in humanitarian response, disaster preparedness, community engagement, and local capacity strengthening. Led by World Vision, the consortium includes Compassion International and World Relief, along with local humanitarian and faith-based partners.

Together, consortium partners work alongside local communities, faith leaders, and community institutions to deliver lifesaving assistance, strengthen emergency preparedness, and build the capacity of local responders to lead.
